A Gas Safety Certificate verifies that a completed, connected installation or part gas installation is safe to use, on the grounds that it is safe and complies with the Gas (Safety and Measurement) Regulations 2010 (GSMRs). Where it relates to an existing gas installation, it verifies that it has not affected the safety of any other part of the installation.
Regulation 52B of the GSMRs requires a GSC for all gasfitting, after the work has been completed and connected. The person doing the connection, or their supervisor if they were working under supervision, must issue a GSC if they are satisfied the installation or part of an installation is safe to use, and has not adversely affected any other part of the gas installation. If the person responsible is not satisfied the installation or part installation is safe to use, and has not affected the safety of any other part of the installation, Regulation 52C requires that person must immediately disconnect the installation or part installation from gas supply.
Regulation 52B(3) of the GSMRs describes what the GSC must include.
Regulation 85A provides that the Gas Safety Certificate (GSC) along with any Certificates of Compliance (CoC) for work on the installation may be consolidated into one form. Duplicate information such as the address does not need to be duplicated.
If the person proposing to issue the GSC is not satisfied that compliance has been met then that person should immediately disconnect the installation or part installation.
Regulation 52E specifies that GSCs must be issued as soon as practicable after the gas installation or part installation is connected to a gas supply, but no later than 20 working days after connection.
The person responsible for issuing the GSC must provide a copy to the client for the work, or the occupier if the client is unavailable within 20 working days. Every GSC must be kept by the person responsible for issuing it for a minimum of seven years. These records may be in hard copy or electronic.
The person responsible for issuing the GSC must provide a copy of the GSC within 7 days on request from any of the parties identified in regulation 52I.
Maintenance management systems
A maintenance management system that records the information required on a GSC as part of the normal operation or maintenance of the installation, for example an industrial plant, satisfies the requirements for certification. Refer to regulation 46(5).
An electronic signature or similar that uniquely identifies the person responsible for the work is acceptable.
